Announcing the New Leadership Team for the Division of Parole and Probation

We are pleased to announce the new leadership team for the Division of Parole and Probation (DPP) at the Maryland Department of Public Safety and Correctional Services (DPSCS). This dynamic team brings a wealth of experience, dedication, and innovative vision to their roles, ensuring the continued excellence and advancement of our community supervision efforts.
Dr. Yolanda R. Bethea has been appointed as the acting Director of DPP. She will be presented to the Maryland Senate for confirmation during the next legislative session. With over three decades of experience, Dr. Bethea is a renowned community corrections innovator and leader. She has a proven track record of transforming complex systems and implementing cutting-edge strategies in federal and state public safety entities. Dr. Bethea is committed to grounding community supervision in evidence-based practices, maximizing technology for enhanced supervision, and employing cognitive behavioral interventions to achieve positive offender change. Her leadership and dedication to organizational resiliency and staff safety will be invaluable to the Division.
Shina' Castain-Thompson will serve as the Deputy Director of Administration. Shina' brings over twenty-five years of service with the State of Maryland, with extensive experience in leadership, program and policy development, and change management. She has a strong belief in teamwork, fostering creative ideas, and providing excellent service to supervised individuals. Shina' has held various leadership roles within the Division, including Regional Administrator and Assistant Director for the Office of Data, Policy, and Grants. Her commitment to reintegration, community safety, and staff development will greatly benefit the Division.
Christopher T. King has been appointed as the Deputy Director of Operations. Christopher has a fourteen-year career with the Division, leading multiple locations across Maryland. He is known for his strong leadership skills, commitment to high performance, and ability to build relationships with staff and stakeholders. Christopher's blend of field experience and understanding of administrative policies provides him with a unique appreciation for all levels of the Division. His dedication to staff safety and forward-thinking approach will help propel the agency forward.
Together, Dr. Bethea, Shina' Castain-Thompson, and Christopher King form a formidable leadership team poised to drive the Division of Parole and Probation towards continued success and innovation. We look forward to their contributions and leadership in advancing our mission of public safety and community supervision.
