These young professionals are kicking off their summer with hands-on experience, mentorship, and a behind-the-scenes look at public safety and corrections. We're proud to partner with YouthWorks Baltimore to invest in the future of our workforce.
The America's VetDogs initiative at MCI‑Hagerstown
Officer Mark Clevenger has proudly served 18 years with DPSCS, but he says one program keeps him coming back: the America's VetDogs initiative at MCI‑Hagerstown.
"I could retire, but this program is the reason I’m still here," he shares, donning his uniform with pride each day.
Through this powerful partnership, incarcerated individuals gain purpose and valuable life skills, while veterans receive trained service dogs that help them regain independence, offering everything from PTSD support to mobility assistance. Even the facility itself feels the impact, with calmer, more positive environments thanks to the presence of these incredible dogs.
Join us in celebrating the handlers, officers, and trainers who make it all possible. Hundreds of lives are being transformed one paw at a time.
Governor Moore and Secretary Scruggs Visit the Youth Detention Center (YDC)
On June 26, 2025, Governor Wes Moore and Secretary Carolyn J. Scruggs visited the Youth Detention Center (YDC) for a roundtable discussion with young people about the resources they have—and those they need—to build a successful future.
The visit highlighted our Department’s continued shift toward rehabilitation over punishment, emphasizing education, workforce training, and behavioral health. Watch here to learn more!
Spotlight on Excellence: MCIW in Action
A huge shoutout to Sgt. Eric Mpako, COII Therion Robinson, and Officer Donald Ferko from the Maryland Correctional Institution for Women. These officers aren’t just making a difference behind the walls—they’re also making strides in the community.
Sgt. Mpako recently completed the Marine Corps Marathon, and both he and COII Robinson tackled the Baltimore Half Marathon this May. Officer Ferko is right behind them, training for his debut race in August. True examples of strength, commitment, and heart!
Celebrating Achievement and Academic Excellence
DPSCS proudly welcomed Goucher College to the Maryland Correctional Institution for Women (MCIW) and Maryland Correctional Institution-Jessup (MCIJ) for their Summer Symposium. Students showcased a year’s worth of academic and creative work, from independent research to poetry and art.
We were honored to host Goucher College President Kent Devereaux, who presented diplomas and awards to our May graduates. Events like these remind us of the transformative power of education and the importance of second chances.
Safe Summer Initiative in Baltimore
We had an amazing time at the Safe Summer initiative in Baltimore! We had tons of guests come out and were very happy to spotlight grassroots grantees making a real impact in Baltimore!
Jessup Correctional Institution (JCI) hosts a PTSD Awareness Seminar
Jessup Correctional Institution (JCI) hosted the JCI Wounded Warrior Canine Connection (WWC) Post Traumatic Stress Disorder (PTSD) Awareness Seminar — a powerful and inspiring event that brought together veterans, program participants, and partners to spotlight the life-changing impact of service dogs in the treatment of PTSD.
Attendees heard moving testimony from veterans who have received support dogs trained through the WWC program at JCI, sharing how these canine companions have transformed their lives and families. An incarcerated individual participating in the program also courageously shared his personal journey with PTSD and the meaning of his role in training service dogs.
We were grateful to welcome representatives from the Maryland Department of Veterans Affairs, as well as guest speakers including Miss Valerie Skinner, WWC Chapter Director and Program Lead at JCI, who provided valuable insight into the realities of PTSD and the mission of the WWC initiative.
We extend our sincere thanks to all who attended and continue to support the vital work being done through the WWC program at JCI.
