DPSCS was proud to once again welcome the next generation of leaders for Bring Your Child to Work Day!
Secretary Carolyn J. Scruggs kicked off the day by greeting staff and their children, setting the tone for a day full of learning, exploration, and a behind-the-scenes look at the important work happening across our agency.
From meeting the K9 Unit to creating their own badges and participating in fingerprinting activities, the day was filled with hands-on experiences that brought public safety to life. Thank you to everyone who helped make the day memorable!

10th Annual Maryland Crime Victims’ Rights Conference
DPSCS was honored to attend the 10th Annual Maryland Crime Victims’ Rights Conference, standing alongside advocates, leaders, and community members dedicated to supporting victims and their families.
Secretary Carolyn J. Scruggs and the DPSCS Victim Services Unit were proud to be in attendance, joined by Lieutenant Governor Aruna Miller, in recognition of the importance of victim-centered support, awareness, and advocacy.
We extend our sincere thanks to everyone, including founder Roberta Roper, who helped make this impactful event possible. To all victims and families of victims—your voices matter, your strength is seen, and your resilience continues to inspire. DPSCS remains committed to supporting healing, providing resources, and ensuring you are never alone on your journey forward.
April is Second Chance Month, and DPSCS is proud to highlight the continued impact of our Reentry and Transitional Services Team.
Through initiatives like the Reentry Process Facilitated Workshop, our team is working to strengthen and streamline reentry services by reducing barriers, improving communication, and enhancing day-to-day operations.
By capturing real, on-the-ground practices, we are building sustainable solutions that better support individuals as they transition back into the community.

DPSCS Leadership Participates in State of Downtown Partnership Breakfast
DPSCS leadership joined Lieutenant Governor Aruna Miller, Shelonda Stokes, President, Downtown Partnership of Baltimore, the Mayor of Baltimore, business, government, and community leaders at the Downtown Partnership of Baltimore’s State of Downtown breakfast at the Baltimore Convention Center. The event convened several hundred stakeholders for the release of the annual State of Downtown report, which provides key data on Baltimore’s economic health, including employment trends, residential growth, and hotel occupancy.
The breakfast brought together more than 500 leaders to examine Baltimore’s economic trajectory and the policy landscape shaping vibrant downtown communities.

During National Crime Victims Rights Week, DPSCS stands with victims and survivors, honoring their strength and reaffirming our commitment to justice, support, and healing. Through the dedicated work of the DPSCS Victim Services Unit, we strive to ensure victims have access to critical resources, information, and support services that help promote healing and empowerment for individuals and families impacted by crime.

Eastern Correctional Institution (ECI) recently celebrated Administrative Professionals Day, recognizing the dedicated professionals who help keep operations running smoothly every day.
From coordinating critical functions behind the scenes to supporting staff and the overall mission, their work is essential to the success of the institution and DPSCS. Thank you to ECI’s administrative team for your commitment, professionalism, and the vital role you play each day!
During Second Chance Month in April, we recognize the power of reentry, restoration, and new beginnings.
DPSCS proudly highlights the Reentry and Transitional Services Team, whose work is making a meaningful difference across our facilities. With 14 dedicated Reentry Specialists serving 15 institutions, the team works year-round to connect incarcerated individuals with critical resources for success.

From hosting an average of 16 reentry fairs annually to building partnerships with more than 50 organizations—many providing services inside our facilities—their impact continues to grow. This year alone, over 100 incarcerated individuals reported that the information shared at these fairs will directly support their reentry journey.
Through collaboration, consistency, and commitment, the Reentry and Transitional Services Team is helping turn second chances into real opportunities for lasting change.
ECI-Annex proudly celebrated the dedicated volunteers who make a lasting impact every day at the institution’s Volunteer Appreciation Breakfast.
With nearly 60 volunteers giving their time and energy, their commitment helps support the incarcerated population through religious services, self-help groups, prison ministries, re-entry programming, addiction recovery, and more.
Working alongside chaplains, volunteer coordinators, re-entry case managers, addiction counselors, and social workers, these volunteers help provide meaningful programming that reaches the entire ECI population.
Thank you to each volunteer for your compassion, consistency, and the positive difference you bring to the community every day.
No Struggle No Success Ceremony
No Struggle No Success, NSNS Youth & Adult Reentry Second Chance Closing Ceremony brought together graduates, the families and friends who stood beside them every step of the way, and partner organizations. With the support of a strong community, participants were recognized for their commitment to growth, accountability, and a brighter future.
DPSCS Secretary Carolyn J. Scruggs and Assistant Secretary of Reentry Services Ellen Rappaport were in attendance to show their support and celebrate the achievements of each graduate.
Programs like No Struggle No Success continue to make a lasting impact by providing returning citizens with the tools, resources, and support needed to rebuild their lives, strengthen family connections, and successfully reenter their communities.
Together, we honor the journey because success is earned, and second chances matter.
The DPSCS Reentry & Transitional Services team recently hosted a Resource Fair at Eastern Correctional Institutions (ECI) for soon to be returning citizens.
From employment opportunities and ID services to mental health support, health care, transitional housing, and more, these fairs provide vital connections that help pave the way for brighter futures beyond the fence.
