Bowie State University Prison Education Program visits the Baltimore City Correctional Center (BCCC)
Representatives from the Bowie State University Prison Education Program (BPEP) recently visited the Baltimore City Correctional Center (BCCC) to share information and resources with incarcerated individuals preparing for reentry.
The presentation focused on educational opportunities available to returning citizens interested in continuing their education after release, helping participants explore pathways toward personal growth, higher learning, and future success.

DPSCS Secretary Carolyn J. Scruggs and agency leadership recently visited Central Maryland Correctional Facility (CMCF) to help prepare for the weekend’s DPSCS Appreciation Rodeo at Second Chance Horse Farm in Sykesville.
As we celebrate Employee Appreciation Week, this special event is dedicated to recognizing the hard work, commitment, and service of DPSCS employees across the agency. From planning to preparation, teams worked together to make this a memorable day for staff, their families, and friends.
Maryland Correctional Institution–Jessup (MCIJ) at Goucher College
DPSCS was honored to join Goucher College in commemorating the conclusion of the Goucher Prison Education Partnership’s time at Maryland Correctional Institution–Jessup (MCIJ).
The evening brought together students, faculty, DPSCS staff, volunteers, and community partners to reflect on the impact of the program and celebrate the strong educational community built over the years.
Through meaningful conversations and shared experiences, the event highlighted the transformative power of higher education within correctional settings.
Most importantly, the celebration centered the voices and accomplishments of the students whose dedication, leadership, and commitment to learning helped shape the success and growth of the program at MCIJ.
As this chapter comes to a close, DPSCS remains committed to supporting educational opportunities that foster growth, purpose, and successful reentry.
Correctional Education Association (CEA) Conference
DPSCS Secretary Carolyn J. Scruggs, agency staff, and the Maryland Honor Guard were proud to attend the Correctional Education Association (CEA) Conference, joining correctional education professionals and leaders from across the country in support of advancing education, rehabilitation, and successful reentry efforts.
The conference highlighted the powerful impact correctional education has on reducing recidivism and creating opportunities for long-term success beyond incarceration. Attendees also heard from keynote speaker Kurt Schmoke, President of The University of Baltimore, whose remarks emphasized the importance of education, leadership, and second chances.
DPSCS was also honored to be joined by longtime friend Robert Green, current Executive Director of the American Correctional Association and former DPSCS Secretary.
Through partnerships and continued investment in education, DPSCS remains committed to empowering individuals with the tools needed to build brighter futures.
