Book Donations for Correctional Libraries
Correctional Education libraries provide incarcerated individuals with current, relevant information to support their successful reentry into the community. Each correctional institution in Maryland has a library that not only provides legal materials but also offers educational and recreational reading opportunities, promoting personal growth.
Maryland Correctional Libraries are operated by the Maryland Department of Labor (MDL) under Workforce Development and Adult Learning.
Our librarians appreciate efforts to enhance our collection through donated materials. To ensure our library collections remain current and useful, all donated books must meet the following criteria:
Accepted Donations (Books in Good Condition Only)
We accept books that meet the following guidelines:
- Recent reference materials (published within the last two years)
- Current nonfiction, including
- Psychology, self-help, and relationship guides
- Business plans and financial literacy
- English language dictionaries and health information
- Government grant resources and GED preparation books
- Books on skilled trades and vocational training
- English language dictionaries and health information
- Bestsellers from the New York Times and Washington Post lists
- Popular fiction, including mystery, horror, and romance novels, particularly those by African-American writers
What we do not accept:
To maintain the integrity and security of our correctional libraries, we do not accept:
- Magazines, textbooks, or outdated law books
- Worn-out or damaged materials , including:
- Books that are discolored, brittle, moldy, or musty
- Books with brown or yellowed pages, torn covers, or excessive markings
- Heavily aged classics in poor condition
- Materials that pose a security risk, including
- Books detailing attack strategies, prison escape plans, or prison violence
- Books focused on psychological manipulation, coercion, or persuasion tactics
- Materials containing explicit sexual or pornographic content
Approval Process & How to Donate
To ensure compliance with these guidelines,a list of book titles must be submitted for approval before donating.
Step 1: Submit the Donation Form
- All potential donors must complete and submit the Book Donation Form for review.
- The form provides a structured way to list donated books and ensures materials meet acceptance criteria.

Step 2: Await Approval
- Once submitted, your donation request will be reviewed.
- You will receive approval and further instructions before sending books.
Step 3: Deliver Your Approved Donation
- After approval, you will be provided with details on where and how to send your donation.
